  • THE TASK FORCE ON 21ST CENTURY POLICING: A RENEWED CALL TO ACTION

    The 2015 report by the President’s Task Force on 21st Century Policing shaped reform efforts, yet police violence continues to erode public trust. After Tyre Nichols’ death at the hands of a Memphis police unit, former task force co-chairs Laurie Robinson and Charles Ramsey reconvened members on February 2, 2023, to address the ongoing crisis in policing culture and accountability.

  • THE FINAL REPORT OF THE PRESIDENT’S TASK FORCE ON 21ST CENTURY POLICING

    On December 18, 2014, President Obama signed Executive Order 13684, creating the Task Force on 21st Century Policing to strengthen trust between law enforcement and communities while improving crime reduction. Members were chosen for their expertise in policing, community relations, civil rights, and public safety. Their work produced key recommendations that continue to guide modern policing reform efforts.

  • IMPLEMENTATION GUIDE: MOVING FROM RECOMMENDATION TO ACTION

    On July 23, 2015, the White House and U.S. Department of Justice held a Forum on Community Policing with representatives from 36 jurisdictions to discuss implementing the task force’s recommendations. Participants called for a practical guide to drive real change in policing and community engagement—one offering clear, actionable steps to rebuild trust and reduce crime. This document serves as that tool and catalyst for lasting reform.

Guarding Against Extremism in Law Enforcement: A Wellness-Based Approach provides a set of pragmatic recommendations for addressing the risk of law enforcement radicalization. The guide details a wellness-based, root cause approach for police agencies and communities – upstream of the point where negative behavior may warrant a disciplinary response or call into question an individual’s fitness to serve as a law enforcement officer. National Perspective: Operationalizing Community Policing Within the Chicago Police Department: A Summary of Current and Promising National Practices
In order to advance community policing operationally, 21CP Solutions examined community policing leading practices across 17 metro police departments through interviews with sworn senior command staff and community policing personnel. Officers in peer cities like Los Angeles, New York, Houston, Philadelphia, and Seattle shared detailed feedback on effective public safety methods enabled by incorporating community policing as a foundational departmental philosophy. This included implementing community event requirements across all ranks and providing granular training on how to connect crime victims to resources during and after calls for service.
