The City of Tacoma has engaged 21CP Solutions to conduct a comprehensive assessment of its police department and provide a strategy for transformational reform.

21CP will be working with community, political, and police stakeholders to evaluate a host of critical public safety and policing issues, including:

  • Use of Force;

  • Discriminatory policing and bias-free policing practices;

  • Officer misconduct and accountability;

  • Officer recruitment, hiring, and retention;

  • Community policing and engagement;

  • Technology and resources;

  • Civilian complaints;

  • Officer wellness, employee assistance, and professional development;

  • Supervision and leadership development;

  • Stops, searches, and arrests;

  • Interactions with vulnerable populations; and

  • Crisis intervention and interactions with individuals experiencing behavioral health challenges.
